Strength is the first decision
The same vitamin D3 product can be a food supplement in one country and a medicine in another, depending on the strength. Many countries set a maximum level for supplements, and higher doses are sold only as medicines. So the first question is not the format but the strength your market allows.
Vitamin D3 (cholecalciferol) is usually made from lanolin, from sheep's wool. Vegan D3 from lichen is available for plant-based ranges. Vitamin K2 is usually added as menaquinone-7 (MK-7).
Vitamin D is very potent, so a small weighing error matters. Good plants control mixing carefully and test the content of every batch.

Check the maximum level for supplements where you sell. Above it, the product may count as a medicine.
Content per batch
Vitamin D3 and K2 content on the Certificate of Analysis, tested for each batch, with an overage that keeps you on label to the end of shelf life.

Format and shell
Softgels need a gelatin shell (bovine or fish) or a plant-based shell for vegans.
Light and oxygen

A high-strength D3 that sells as a supplement in one country may need a medicine licence in another.
Too little vitamin at the end of shelf life
Without enough overage and good packaging, D3 and K2 can fall below the label amount.
