Small Batch Pharmaceutical Manufacturing
Ways to buy smaller quantities of a medicine made under your brand, for small markets, niche products and registration batches.
Why minimum orders exist, and how to work around them
Every batch has fixed costs: setting up the line, cleaning and checking it afterwards, testing and release. Large plants run large batches to spread those costs, so their minimum order quantities can be far more than a small market needs.
There are practical ways round this: plants with smaller equipment, pilot-scale lines, sharing one batch across several markets with different packs, scheduling your product in a campaign with others, or starting with an existing registered product under your brand. Printed packaging often sets the real minimum, because foil and cartons are printed in large runs.
Batch size also matters for registration. Registration (stability) batches can usually be pilot scale, often at least one-tenth of the planned commercial batch or 100,000 tablets or capsules, whichever is larger, but process validation is expected at commercial scale. Scaling up well beyond the registered batch size needs new data and, in most markets, a variation.

What to check for small batches
Real MOQ drivers
Ask what sets the minimum: batch size, testing cost, or printed packaging. Each has a different solution.
Scale and registration
If you register at a small batch size and grow later, scaling up often needs new data and a variation, depending on the size of the increase and the market. Plan the batch size with growth in mind.
Cost per unit
Small batches cost more per unit. Compare the total cost of a larger order and longer storage against several small orders.
Lead time and scheduling
Small batches may wait for a slot in the plant's schedule. Agree delivery windows in advance.
Packaging minimums
Printed foil, cartons and leaflets often have their own minimum runs. Shared or multi-language packs can reduce them.
GMP status of pilot lines
Batches for sale must be made under GMP, in premises covered by the site's manufacturing licence, with the product approved on that licence. Check this covers the pilot line and dosage form.
Which small-batch option fits?
| Need | Option | Watch for |
|---|---|---|
| Registration or stability batches | Pilot or development lines at a contract manufacturer | Batch size accepted by your regulator; scale-up later |
| Small market launch | Share a commercial batch, with your own pack | Artwork and language rules; registration in each market |
| Niche or orphan product | Campaign manufacturing a few times a year | Longer lead times, stock planning, shelf life |
| Fast market entry | White label of an existing registered product | The product must be registrable in your market under your brand |
We check the batch size, packaging minimums and registration route together, so the cheapest first order does not create problems later.

Problems we see most often
Registered at a size you cannot grow from
A product registered on a small pilot batch may need new validation and stability data to scale up. Plan for growth before filing.
Packaging costs more than the product
Printed foil and cartons for a small order can cost more per unit than the medicine. Consider shared or neutral packs for the first orders.
Expiry before you sell through
Ordering a large batch to beat the minimum leaves stock that expires. Match order size to realistic sales and shelf life.
